Water service to hangars in conflict

The Town of Oliver is hoping to clear up a conflict concerning water services to hangars at the airport.
The issue began when the Town provided water services to Lannon Aviation Ltd. in 1996. Since then, this water service has been tapped into and extended at various times to serve several additional hangars, according to Municipal Manager Tom Szalay.
He noted the first of these extensions was reportedly permitted by Lannon Aviation, but the remainder were apparently installed without permission.
Szalay stated none of the extensions were authorized by the Town and are all contrary to Bylaw 177. “With the recent shift to universal water metering, unauthorized taps off of a single permitted service have become more problematic.”
As a result, Szalay said all downstream water connections obtaining water through Lannon Aviation will be disconnected.
Water councillor Rick Machial said the Town is the water purveyor in the community, not someone else. “If you want water, put in a line and pay for it.”
Szalay said hangar owners who are interested in obtaining a legitimate water connection may apply at the Town office. The anticipated means of servicing would be a water main extension from the north, with individual service lines and water meters at each hangar. The cost would be split among the owners.
But hangar owner Paul Dumoret said the decision to disconnect the water connections was made without much consultation.
“We have been summarily tried and convicted without due process.”
Dumoret noted there is a lot of “unverified and untrue” information that needs to be clarified. Therefore, he requested a “stay of execution” for 90 days until the issue is addressed further with the Town.
Council plans to meet with Dumoret on January 9.
